Heydar Aliyev to take part at
a summit to be held in Astana On November 8-10, a summit of Asian states heads will be held in Astana, where they will take part in Session on Reciprocity and Measures of Trust in Asia. Ambassador of Kazakhstan to Azerbaijan, Rashid Ibrayev, stated at the yesterday's press-conference in Baku, heads of 17 states will arrive in Astana. President of Azerbaijan Heydar Aliyev also confirmed his participation at the summit.
From the words of R.Ibrayev, president of Kazakhstan Nursultan Nazarbayev had spoken with initiative to conduct in framework of the summit a meeting of four Caspian states -Kazakhstan, Russia, Azerbaijan and Iran - in order to discuss the Caspian status. The absence of president of Turkmenistan is explained by the fact that the president Saparmurat Niyazov will not take part in the SIMTA work. However, after the presidents' meeting, one of them will inform the head of Turkmenistan of the discussion outcomes.
Touching upon the issue regarding bilateral agreements on the Caspian status, R.Ibrayev said that MFA of Kazakhstan had submitted a draft of such agreement to the Foreign Affairs Ministry of Azerbaijan. "This document is similar to the one signed between us and Russia on activity in the Caspian",- he concluded.

attended ico meeting The ICO economy and trade permanent committee's meeting was held in Istanbul, October 20-21, 2001. The meeting was attended by the president of Turkey, chairman of the permanent committee Ahmad Necdet Sezer, ICO's Secretary General Abdulvahid Belgeziz, president of the Islamic Bank for Development Ahmad Muhammad Ali, ministers of economy of the permanent committee's member states. The Republic of Azerbaijan was represented by minister for economic development, Mr. Farhad Aliyev.
Reports of the ICO trade and permanent committee, non-tariff impact on the foreign trade of the ICO member-states, relations with the WTO and other issues were at the focus of attention.

The Armenian side's information about an Azeri agent arrested
is nonsense, affirms
the MNS of Azerbaijan
Today, the Ministry of National Security of Armenia informed that it had arrested a citizen of Azerbaijan, Mohammad Odjaverdiyev by name, who as if was sent by Azerbaijani special services and offered his help to Armenia.
According to the Armenian side, he had to play a role of offended and being angry with the authority and offer own help in sabotage and teracts to be organized in Azerbaijan.
Commenting on the above-said, the press-service of the MNS of Azerbaijan stated to the Turan Agency that all the said was a "complete nonsense".
The Azeri side has enough facts to prove the Armenians' participation in teracts in the territory of Azerbaijan and thus, these "cheap tricks" are not needed at all.

Non-settlement of conflicts in the Southern Caucasus affects security in Europe
It was stated by OSCE Parliamentary Assembly Chairman, Adrian Severin at the today's meeting with leaders of Azerbaijan Milli Mejlis parliamentarian commissions.
Global terrorism, organized crime and corruption are the factors of serious threat to Europe's security, he said. Regarding the problems of Azerbaijan, Severin touched the situation with refugees that "concerns" the OSCE. "The refugees' long stay in the camps causes in them disappointment and unbelief. Such situation can make them involved in criminal acts",- marked Severin.
Sattar Safarov, the head of the MM's mission to OSCE, in his turn, said that the non-settlement of the Armenian-Azeri conflict prevents the development of the country. According to him, OSCE must "make its efforts more active in peaceful settlement of the conflict". At the same time, he expressed his regret that international organizations still had not named the state-aggressor in this conflict.

Next session of Russian-Azeri commission on cooperation to take place in Baku
Vice-premier of the Russian government, Viktor Christenko, coordinating the issues concerning cooperation between RF and CIS states, is going to arrive in Baku on November 12th. The first vice-premier of Azerbaijani Government, Abbas Abbasov, informed it.
According to him, next session of the intergovernmental commission of RF and Azerbaijan on economic collaboration is scheduled for this date. At the session the governmental experts are going to coordinate a number of bilateral agreements to be signed in the course of forthcoming official visit of Azeri president to Moscow. Due to some of these documents uncoordinated, the visit terms were postponed from November this year to next January.
The matter is about the entire block of Azeri-Russian agreements to regulate the cooperation of both of the states in the economic and humanitarian spheres. First of all, this is the 10-year Programme for Economic Cooperation between Azerbaijan and Russia, agreements on regulation of frontier regions of the two states, status and joint exploitation of the Gabala radar station, legal status of the Azeris residing in the Russian Federation, and Russia's citizens residing in Azerbaijan.
Next round of negotiations between the International Bank of Azerbaijan (IBA) and the RF Foreign Economic Bank will be held in framework of Christenko's visit to Baku. Chairman of the department, Andrey Kostin, intends to visit the capital of Azerbaijan, as well. His negotiations are related to the financing the project on modernization of the Machine-Building Plant in Gandja.
Renaul of France and Saipa of Iran have earlier showed their interest towards the Gandja plant, however, they didn't come to any agreement.

details of the failed encroachment upon Russia's President in Baku
An Iraqi citizen, Rostam Kanan, has coordinated a terrorist act against the president of Russian with a group of the Afghans and well-known field commander, Arbi Barayev. It have been informed by the press-service of the National Security Ministry of Azerbaijan.
According to the same source, the Iraqi citizen Rostam Kanan, Kurd by nationality, arrived in Chechnya in 1997. There he acquired a forged passport under the name of a Russia's citizen of Kumik nationality, Kanan Magomedov. On February, 2000, with this document he settled down in Baku.
As it was found, Kanan Rostam had been in an intensive contact with persons in the Afghanistan camps of Usama Ben Laden. Thus, the listening to the phone talks of Rostam showed up that he was discussing a terrorist act with an Afghan, Shamshir by name, mentioning the name of Vladimir Putin .
Since September that year, Rostam with the help of foreign citizens commenced acquiring radio-electronic facility with the purpose to prepare remote devices.
As it was cleared up during the information exchange with Russia's special services, on November 15 2000, the field commander Arbi Barayev called one of the telephone subscribers in Azerbaijan and was discussing a terrorist act to be made during the expected visit of Vladimir Putin to Baku.
8 November the same year, Kanan Rostan was arrested, his apartment was searched where was found 48 explosives, three wirelesses, schemes and computer equipment.
In opinion of local and foreign experts, the radio control device found at Rostam's had no analogues and has never been applied in any earlier teracts. It was so perfectly made, that its outward electronic influence block would have been extremely complicated. So, by means of the confiscated device it would have been possible to organize 16 powerful explosions in different places at the same time.
During the investigation, six more members of the criminal group are announced wanted. The MNS reports that since 28 August this year Kanan Rostam is sentenced to imprisonment for 10 year. He is accused of terrorism.
It should be reminded that the president of Russia Vladimir Putin paid a visit to Baku on January 9-10 this year.

The 11 September terrorist actions in New-York and Washington aroused Azerbaijani state's and people's utter anxiety. Our President, having expressed immediately his opinion on the event, stated that these attacks had been directed against not only the United States of America, but the humankind as a whole. Therefore, states and people of the world must unite against terrorism. The people of Azerbaijan do know what the terror is.
Fresh from the terrorist attacks against the United States the anti-terror alliance, led by this state, was created, into which the Republic of Azerbaijan also entered. So, Azerbaijan opened its air space for the U.S. Air Force. Since the very first days the planes of the U.S. Air Force fly through air space of Azerbaijan to the Central Asia.
